Our Mission
We believe in the power of personal connection and what shared perspectives can create when given the chance, so we created an organization that brings policy-makers and youth together and encourages connection through discussion.
We aim to empower youth through education on climate policy and genuine connection with local policy-makers while simultaneously making climate policy exciting, inviting, and accessible for as many youth as possible. Connection and education are the most powerful tools in a movement, and by bringing youth and policy-makers together to foster understanding and learning surrounding climate policy we change minds, expand views, and create change.

Claire Tagalog
Claire Tagalog co-founded Constellation Climate Policy with her best friend in 2024
because after focusing on small actions like recycling and attending protests for multiple years she was frustrated with the lack of tangible change in government. She felt helpless in a situation where
youth voices went unheard, and knew change was needed. A sixteen year old high schooler
from Portland, OR. She plans to pursue a career in engineering climate solutions while continuing
to appreciate her community and the nature surrounding her. For now, she loves spending
time with her family and friends, playing the cello, and going for runs.
Leah Almeida
Leah Almeida is a passionate climate activist and leader dedicated to promoting
youth involvement with the legislative system in order to create direct, tangible change. She
co-founded Constellation Climate Policy to empower young people who cannot yet vote to instead engage in critical climate policy via
discussions with legislators. Leah plans to continue her work as an activist in college, where she will be
pursuing a career in medicine. In her free time, she enjoys baking, going on adventures with her little brother, playing the cello, and swimming.

Our Story
Meet Leah and Claire! We first became interested in climate policy in 2019, but when we attempted to read and process climate policy in our local area we were met with an inaccessible, frustrating, and boring experience. However, this experience brought to light the divide between youth and policy-makers.
When youth first join the climate activism movement, they are often encouraged to attend protests and engage in individual small-scale actions, but as two people who have been in the climate movement since elementary school, Leah and Claire know that the lack of noticeable change can quickly become frustrating. Constellation Climate Policy, on the other hand, focuses on a unique form of activism specifically designed to create observable local impact.
We seek to address the separation between youth and government. Not only are most students unable to vote, but they feel generally disconnected from their local politicians, especially when it comes to policies on climate change.
